The Project Development and Monitoring Facility (PDMF) Committee has approved the Philippines’ Department of Transportation’s (DoTr) funding applications related to transaction advisory services. These services will be utilised for the upgrade, expansion, and operations and maintenance (O&M) of the Bohol-Panglao, Laguindingan, and Bicol International Airports, the Air Traffic Services-Air Navigation Services (ATS-ANS) project, and the rehabilitation, expansion, and O&M of the light rail transit (LRT) Line 2 in the Philippines.

The International Finance Corporation (IFC) is the proposed provider of transaction advisory services.

The ATS-ANS project involves the proposed financing, design, construction, modernisation, upgrade, and O&M by the private sector. It is expected to increase capacity and improve the quality of international and inter-regional air linkages.

The LRT 2 project will extend the existing rail line by 3 km, introducing three additional stations to both the west and east. The private sector will be responsible for financing, designing, constructing, commissioning, operating, and maintaining the expanded LRT. This expansion will reduce travel time, lower logistics costs, and alleviate road congestion.

PDMF’s role is to offer support during various project phases, including due diligence, detailed review of unsolicited proposals, Investment Coordination Committee (ICC) review, negotiations for public-private partnership (PPP) contracts, government final clearance of PPP agreements, bid tender processes, and PPP contract awards.
