The Philippine Department of Energy (DOE) will initiate the fifth round of its Green Energy Auction (GEA-5) in Q3 2025, focusing exclusively on offshore wind projects. The auction aims to provide market access for offshore wind developers, ensuring long-term demand for their generation capacities. DOE highlighted that the initiative would serve as a roadmap for key stakeholders, including the National Grid Corporation, Philippine Ports Authority (PPA), and local government units.

The DOE expects GEA-5 to accelerate offshore wind development, positioning the Philippines as a regional leader in renewable energy. It will also boost local job creation and industrial growth. The auction’s Notice of Auction (NOA) and Terms of Reference (TOR) outlining participation guidelines will be released soon. This follows the Philippines’ Offshore Wind Roadmap, which estimates the potential for 21 GW of offshore wind capacity by 2040 with proper policy support. Key developers, including Copenhagen Energy, BlueFloat Energy, and Corio Generation, have already expressed interest in the market.
