Precious Mmabakwena Edward has been appointed as the new Head of the Independent Power Producers Office (IPPO) at the Philippines’ Department of Electricity and Energy (DEE). She succeeds at a pivotal moment as the office marks its 15th year since establishment.

Edward brings nearly two decades of experience in the power sector, most recently serving as Chief Executive of ENGIE’s Kathu Solar Facility, one of the first large-scale CSP projects under South Africa’s REIPPPP. She previously held senior positions at Eskom, including Head of Fuel Sourcing and Contracts Lead on the Medupi Power Station project. She holds degrees in Electrical Engineering, Business Leadership, and Law.

Under her leadership, the IPPO is set to become more agile and impactful, advancing inclusivity in the energy sector, promoting local manufacturing under SAREM, and introducing innovative procurement models aligned with South Africa’s just energy transition. Her appointment also supports DEE’s Strategic Plan 2025–2030, which prioritises universal electricity access, industrialisation, and governance reforms.
