The Government of Malaysia has not finalised the development model for the Kuala Lumpur–Singapore High-Speed Rail (HSR) project, despite inviting concept proposals from private firms in 2023. The evaluation of MyHSR Corporation’s Request for Information (RFI) was presented to the Cabinet in January 2025. The Ministry of Transport is now defining key parameters to determine the most suitable model for the project before issuing a Request for Proposal (RFP).
The HSR will only proceed as a private sector–led initiative with no direct government funding. MyHSR had called for concept proposals in July 2023, aiming for development under a public-private partnership structure. Three consortia were shortlisted — Berjaya Land Bhd–led, YTL Construction-led, and a Chinese consortium reportedly headed by China Railway Construction Corp.
Following Malaysia Resources Corp Bhd’s withdrawal in December 2024, the Berjaya consortium now includes Berjaya Rail, Keretapi Tanah Melayu Bhd, IJM Corp, Deutsche Bahn, Hitachi Rail, and Hyundai Rotem. Initially announced in 2010, the HSR project was suspended in 2018 and terminated in 2021 after Malaysia and Singapore failed to agree on implementation terms, with Malaysia compensating Singapore MYR320 million for incurred costs.
