The Government of Cambodia plans to invest USD3.25 billion to modernise its river transport network and logistics system under the Comprehensive Intermodal Transport and Logistics System (CITLS) 2023–2033 master plan. The initiative includes 23 river transport projects aimed at improving connectivity, cutting logistics costs, and boosting trade efficiency across the country, according to the Ministry of Public Works and Transport’s (MPWT) First Half Progress Report 2025.
The government has outlined 16 short- and medium-term projects worth USD2.56 billion to be implemented by 2027 and nine long-term projects valued at USD690 million through 2033. Six projects have already begun, while the remaining 10 await funding. A key milestone under the plan is the Funan Techo Canal — Cambodia’s first major canal — which will connect Kandal, Takeo, Kampot, and Kep provinces. The Ministry also enacted the Law on Water Transport in 2024 to regulate ports and promote trade.
The planned projects aim to strengthen Cambodia’s intermodal system by integrating river, road, and rail transport to reduce travel time and logistics costs. Officials expect the initiatives to enhance competitiveness, attract foreign investment, and generate thousands of jobs in construction and logistics services. Financing will combine state funds, concessional loans from partners such as the World Bank, ADB, and AFD, and private sector participation through PPP and BOT models.
