The City Government of Hanoi has announced plans to construct 14 new urban railway lines covering 550 km to ease city traffic in Vietnam. Additionally, the city government aims to transition to green and clean transportation methods and increase the share of public passenger transport to approximately 30 per cent by 2025-2026.

As part of its transportation overhaul, the government intends to replace the Kim Ma – Yen Nghia bus rapid transit (BRT) line with an urban railway system to address congestion and pollution. Although the BRT line, inaugurated in 2016, was a significant investment aimed at easing traffic congestion, ridership has been low, prompting the shift to Urban Railway Line 11.

Efforts also include intensifying road traffic management, regulating taxi services, and improving safety measures. Investment in transportation infrastructure has significantly improved connectivity and increased economic development in key regions of the country over the past decade.
