The Government of Malaysia has announced plans to develop a rooftop solar buyback programme and to incentivise rooftop solar installation by extending the current net energy metering (NEM) programme to December 31, 2024.

Additionally, the government is also inviting companies to offer a model for residential rooftop solar installation with zero capital expenditure (capex). Under this plan, the companies will invest in these installations and pay monthly rent to the rooftop owners.

In June 2023, Gentari and SOLS Energy introduced a subscription-based service ensuring that consumers won’t have to pay the upfront costs. Meanwhile, other models include the payment of full system costs by the consumers.

As per the Sustainable Energy Development Authority (Seda), the NEM programme has a 26.03 MW quota balance for domestic consumers, out of which 150 MW will be available. Meanwhile, the quota balance for non-domestic consumers is 151.11 MW, out of which 800 MW will be available.
