The Government of Thailand has reaffirmed its commitment to the three high-speed rail projects linking Don Mueang, Suvarnabhumi and U-Tapao airports. The contract with the private consortium remains valid, and the project will proceed under the existing agreement, following the Office of the Attorney General’s recommendations.
The construction has not yet begun, and the ministry will meet with private partners to address delays and align on next steps. He emphasised that all actions are being taken within the legal and contractual framework to ensure transparency and investor confidence.
The project, a flagship under Thailand’s Eastern Economic Corridor (EEC) plan, was awarded in 2019 to a consortium led by CP Group under a 50-year concession worth over THB200 billion. However, it has faced financial and administrative hurdles, with the consortium seeking a revision of the payment model—from lump-sum completion payments to milestone-based disbursements—amid post-pandemic liquidity challenges.
