Vietnam National Industry–Energy Group (Petrovietnam) is accelerating the Vietnam–Malaysia–Singapore Renewable Energy Export Project (VMS Project) following discussions with international energy partners in Singapore on October 11, 2026. Petrovietnam President and CEO Le Manh Cuong met representatives of Malaysia’s PETRONAS and Tenaga Nasional Berhad (TNB), and Singapore’s Sembcorp Industries, to review project progress and establish milestones for implementation. Discussions covered marine survey preparations, regulatory procedures, regional supply chain participation and the steps required to reach the Phase 1 final investment decision. The consortium has submitted proposals to designate the VMS Project as a priority infrastructure project under the ASEAN Power Grid framework, while Petrovietnam Technical Services Corporation (PTSC) is preparing offshore surveys and engineering and procurement packages.

Petrovietnam also held discussions with Denmark-based Topsoe on technology cooperation across refining, petrochemicals, chemicals and green energy. The parties explored integrating Topsoe’s wet gas sulphuric acid technology at Petrovietnam’s refineries and petrochemical plants to treat sulphurous off-gases and recover valuable by-products. They also discussed utility-scale ammonia projects and Power-to-X technologies for producing green hydrogen, green ammonia, green methanol, sustainable aviation fuel and renewable diesel. The initiatives aim to strengthen regional energy connectivity, expand downstream industrial capabilities and develop lower-carbon energy products.
