The Government of HCM City is preparing a low-emissions transport roadmap that combines vehicle restrictions with expanded public transport, charging infrastructure and financial support. Road transport currently accounts for around 88 per cent of NOx emissions, 99 per cent of CO, 79 per cent of SO2 and 88 per cent of fine particulate matter from the city’s transport sector, with transport-related greenhouse gas emissions projected to exceed 18.4 million tonnes of CO2 equivalent by 2030.
Under the draft scheme, public buses in the central low-emission zone must operate on electricity or green energy by 2027, while taxis are targeted for full electrification by 2030. The city currently has 88 electric bus routes with 1,404 vehicles and plans to develop at least 19,000 charging stations and 33,000 battery-swapping cabinets for electric motorbikes. A VND10.27 trillion (USD416.7 million) vehicle conversion fund is also proposed to support the transition, while the city plans to establish 88 inspection centres and acquire 1,606 exhaust-measuring devices by 2027.
