The Philippines’ Department of Energy (DOE) will publish the terms of reference (TOR) this month for the fourth round of its Green Energy Auction Program (GEAP). The TOR will specify technical, financial, and commercial guidelines for bidders. This auction will include Integrated Renewable Energy and Energy Storage Systems (IRESS) for the first time, limited to solar power plants paired with battery storage. A consultation on the draft TOR will be held to gather industry feedback.
The GEAP aims to accelerate renewable energy adoption and achieve a 35 per cent clean energy share in the national power mix by 2030. The inclusion of energy storage is expected to enhance grid stability and support further integration of renewables.
