Construction has started on the 600 MW Monsoon cross-border wind project in Laos. This is set to be Southeast Asia’s largest onshore wind turbine complex. The project will be developed by Monsoon Wind Power Company Limited, a unit of Energy Asia Development Limited. The project is estimated to cost around USD950 million.

The wind park, featuring 133 turbines and a dedicated 500-kV transmission line, will be built in the Sekong and Attapeu provinces. Once the farm comes online in 2025, energy generated will be supplied to Vietnam Electricity (EVN) under a 25-year power purchase agreement (PPA).

The project will be the first wind farm in Laos and is also described as the first cross-border wind power plant in Southeast Asia. The capacity will be installed by Power Construction Corporation of China (PowerChina).

In April 2023, Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), Sumitomo Mitsui Banking Corporation extended USD692 million in loans to fund the project.
