Vingroup has requested approval from Ho Chi Minh City authorities to start construction on the Can Gio Sea Reclamation Urban Development project by April 2025. The USD9 billion project, spanning 2,870 hectares, is planned as a coastal tourism, residential, and high-tech urban area. Once completed in 2030, it is expected to house 230,000 residents and attract nine million tourists annually. While key approvals, including zoning and environmental impact assessments, have been granted, some permits are still pending.

The Government of Vietnam envisions Can Gio as an ecological city, balancing environmental preservation with economic development. Plans include a transhipment port, a free-trade zone, and logistics and tourism infrastructure. Additionally, HCMC is set to build the Can Gio International Transshipment Port for around USD6 billion. Vingroup has also sought approval for its subsidiary to develop a tourism plan for the area.
