The Truong Son Wind Power Complex, Vietnam’s largest wind power project in Laos with a total capacity of 600 MW, has officially commenced full commercial operations. Located atop the Truong Son mountain range in Laos’ Bolikhamxay province, the project completed grid connection and testing before entering operation in September 2025.
Developed by Viet Lao Energy Investment and Power Corporation (VLE) with Phu Xuan Construction and Trading Co. Ltd as the general contractor, the USD1 billion project was built in a record 15 months. It uses 6.25 MW and 8 MW turbines with 182-metre rotor blades and 120-metre towers, making it one of Southeast Asia’s most advanced wind facilities. A 220 kV transmission line, connecting Truong Son to Do Luong in Vietnam, marks the first privately financed cross-border transmission built under Laos–Vietnam energy cooperation agreements.
Electricity from the complex will supply northern Vietnam, helping reduce power shortages and diversifying renewable sources. The project also supports local development in Laos through education, water access, agriculture, and border infrastructure upgrades, including enhancements to the Nam On–Thanh Thuy border gate. Social aid contributions exceed USD 20 million. The initiative forms part of the 2019 bilateral energy framework and lays the groundwork for future regional connectivity, including the Hanoi–Vientiane Expressway.
