Vietnam Electricity (EVN) has granted commercial operation approval for the first 300 MW of the 600 MW Monsoon Wind Power Project in Laos, developed by PowerChina. This milestone marks a key step in Southeast Asia’s largest wind energy project and strengthens regional renewable power integration.

The project, located in southern Laos, is Asia’s first cross-border renewable energy initiative, transmitting green electricity to Vietnam. Despite complex regulatory and technical hurdles, the project has completed full-capacity dynamic testing and is undergoing final 72-hour reliability checks. Full commercial operation of the 600 MW capacity is expected later in August 2025.

The Monsoon Wind project supports Laos’s clean energy goals and Vietnam’s power diversification strategy, aligning with the Ministry of Industry and Trade’s updated grid and market policies.
