The Governments of Vietnam and Laos exchanged 17 investment certificates and cooperation agreements at an investment promotion conference in Vientiane on October 8, 2026, with renewable energy accounting for a major share of the projects. The portfolio includes eight wind and hydropower projects with a combined capacity of 2,780 MW, including the 495 MW Savan 2 wind power project developed by Vietnam’s T&T Group with an investment of approximately USD768 million. Savan 2 is expected to enter commercial operation by the end of 2028, while total investment in the seven other energy projects exceeds USD5.1 billion.

Other agreements cover coffee cultivation and processing, banking, digital transformation, aviation and power plant operations and maintenance. Vietnam’s Savannakhet Investment Joint Stock Company received an overseas investment certificate for a USD29.2 million coffee project, while MB Laos Bank received a capital adjustment certificate covering USD23.3 million. The Vietnam Development Bank will participate in financing the 1,200 MW Nong wind power project, and PV Power will undertake power plant operations and maintenance.

Bilateral trade reached nearly $3 billion in 2025, increasing 32.7 per cent year-on-year. Vietnamese enterprises invested an additional $670 million in 24 new projects in Laos during the first nine months of 2026, 1.7 times the amount recorded in the corresponding period of 2025. The two governments aim to increase bilateral trade to USD10 billion by 2030 and strengthen cooperation in renewable energy, transport infrastructure, logistics and electricity grid interconnection. Proposed connectivity projects include the Hanoi–Vientiane expressway and the Vientiane–Vung Ang railway.
