The Government of Vietnam has announced plans to build 2,829 km of new expressways and upgrade 1,187 km of existing routes during 2026–2030, requiring total investment of about USD48.87 billion. Around USD32.58 billion is expected to be mobilised from non-budget sources, with public-private partnerships (PPPs) becoming a key funding mechanism. Vietnam currently has 3,345 km of operational expressways and another 1,252 km under construction.
The Ministry of Construction has identified 29 priority projects for investment promotion and PPP financing, with estimated investment of USD35.55 billion. These include Hanoi Ring Road 5, the expansion of Ho Chi Minh City Ring Road 3 to eight lanes and sections of the western North-South Expressway. Two proposed PPP projects to expand the eastern North-South Expressway to six lanes would require combined investment of about USD5.79 billion, with completion targeted for 2030.
