The Ho Chi Minh City People’s Committee has approved a plan to develop transit-oriented development (TOD) zones at all stations along Metro Line 2 (Ben Thanh – Tham Luong), replacing earlier TOD-related provisions for the line.

The plan covers all 12 stations on Metro Line 2 and the Tham Luong depot, with TOD zones defined within a 1,000-metre radius of each station. Where land parcels are partially located within this boundary, the city authorities will decide whether to include the entire parcel or only a portion to ensure coherent urban planning.

Priority pilot areas include the Tham Luong Depot, Pham Van Bach Station, Tan Binh Station linked to the 26-hectare cleared Block 1/82A site, Tay Thanh Station, Bay Hien Station associated with the 5.1-hectare Sports Exhibition Center site in Tan Binh, and Ben Thanh Station.

The TOD programme aims to promote higher-density, mixed-use development around metro hubs, with a focus on commercial, service and office functions, expanded public spaces, reduced dependence on private vehicles, improved living conditions and public health, and the preservation of local cultural values.
