The Subic-Clark Alliance Development Council has extended its support for a new set of policy proposals aimed at decongesting traffic to and from Manila port. The proposed policy mix comes from a study funded by the Japan International Cooperation Agency, which revealed that Manila port handled 98.2 per cent of the total volume of container traffic passing through these three major ports in 2011.  Apart from recommending new pricing strategies for the Batangas and Subic ports, the study also proposed the rerouting of excessive freight to the underutilised Subic and Batangas ports.
