Cambodia’s Ministry of Economy and Finance has approved special incentive policies for 19 new investment projects in Preah Sihanouk province under the Special Investment Promotion Program in Sihanouk Province. The projects represent a combined investment of USD267 million. With this round, nearly 400 projects have been granted incentives under the programme to date.
The newly approved investments are expected to generate 1,845 jobs and include seven stalled construction projects and twelve new developments. They span hotel and mixed-use buildings, automobile repair equipment manufacturing, handcrafted panel and furniture production, fruit- and grain-processing facilities, as well as clean water production and electricity supply projects. The programme focuses on four areas: tax incentives and administrative facilitation, promoting quality investment, labour and skills development, and use of local raw materials.
The special programme was introduced to address the slowdown in construction caused by global economic pressures. It aims to accelerate economic activity by prioritising industry, tourism, and investment, ensuring alignment with national strategies, and promoting high-value, high-productivity industries. Between 2024 and September 2025, authorities approved incentives for 392 projects worth USD7.801 billion, covering stalled buildings, new investments, expansion projects, and existing facilities.
