Singapore’s Energy Market Authority (EMA) has granted conditional approval to Sembcorp Utilities to import up to 1.3 GW of renewable electricity from Vietnam and Malaysia, with deliveries targeted to begin in 2035. The Vietnam-Malaysia-Singapore (VMS) renewable electricity initiative will combine offshore wind generation in Vietnam with solar power and battery energy storage systems (BESS) in Malaysia. Electricity generated in Vietnam will be transmitted through Malaysia, which will also receive a share of the power, before supplies are delivered to Singapore.
Sembcorp Utilities, a wholly owned subsidiary of Sembcorp Industries, is developing the project through a consortium comprising PetroVietnam Technical Services Corporation (PTSC) and MY Energy Consortium, which includes Malaysia’s Tenaga Nasional Berhad (TNB) and Petroliam Nasional Berhad (PETRONAS). Following a joint development agreement signed in May 2025, the partners will work to secure further regulatory approvals, conclude power purchase agreements and obtain financing. The initiative is expected to strengthen cross-border renewable energy connectivity in Southeast Asia and support the development of the ASEAN Power Grid.
