The Vietnam Maritime Administration will develop a modern seaport system in the country, as per the National Seaport System Development Master Plan 2021-2030, with a vision for 2050. Under the plan, two special seaport complexes, including Lach Huyen in Hai Phong and Cai Mep-Thi Vai in the province of Ba Ria-Vung Tau and three special seaports, including Van Phong International Transhipment Port in the province of Khanh Hoa, Tran De seaport in the province of Soc Trang and Can Gio International Container Terminal in Phu Loi Isle in Thanh An Commune will be developed.

The special seaport complex Lach Huyen will be developed with a total area of 57 hectares and a main wharf with a total length of 750 metres, making it the biggest deep-water port in the North. The port will enable direct exports from Northern Vietnam to the United States and Europe. It will be designed to handle 40-50 million tons of goods annually in 2020-2025, receive 50,000- 100,000 tons of large vessels, and 6,000-8,000 TEU ships; and will be upgraded to serve 100,000-ton vessels and 8,000-TEU-capacity ships from 2030.

Meanwhile, Cai Mep-Thi Vai will be converted into an international transhipment port. The port currently handles more than 16 per cent of the total cargo in the country and 50 per cent of the total shipping volume of shipping containers in the southern region.

The special port, Can Gio International Container Terminal, covers an area of 570 hectares and can receive container ships of up to 24,000 TEUs. The project’s total cost is USD5.4 billion and will be developed in seven phases, to be completed by 2045.
