Owing to delays in project planning, the construction of Cambodia’s $2.3 billion oil refinery that was scheduled to take off in December 2013 has yet to begin. The project has received a loan of $1.67 billion from the Export-Import Bank of China (Exim Bank). At this juncture, works on the project are expected to start by November 2014. The plant that will be built on 80 hectares between Preah Sihanouk and Kampot is now expected to be finished in late 2016. It is expected to produce 5 million tonnes per annum (mtpa) of oil.
