The Department of Economy, Planning, and Development (DEPDev) announced that 52 of the government’s 207 infrastructure flagship projects (IFPs) are scheduled for completion by 2028 in the Philippines. Of these, 23 projects are on schedule, while 29 face delays due to site, contractor, procurement, budget, and legal challenges. The projects span multiple sectors, including 32 in physical connectivity, eight in water resources, four in digital connectivity, four in health, three in agriculture, and one in energy.

DEPDev has introduced measures such as streamlined site access, enhanced procurement planning, and a dedicated monitoring dashboard to improve project delivery. As of June 2025, only seven IFPs had been completed, including the Panguil Bay Bridge, Samar Pacific Coastal Road, and Pasig-Marikina River improvements. For 2026, PHP52.08 billion has been allocated to the 52 priority projects, accounting for a third of the PHP157.2 billion needed, within a wider PHP1.558 trillion national infrastructure budget.

A major focus remains the North-South Commuter Railway (NSCR), which is only 38.87 per cent complete against its 87 per cent target. The Department of Transportation expects delays, with the Manila–Malolos segment now projected to open by late 2026 or early 2027, and full completion from West Valenzuela to Malolos by 2027. The 2026 budget earmarks PHP124.1 billion for railway projects, including PHP76.1 billion for the NSCR.
