The Government of the Philippines has proposed PHP197.3 billion for the Rail Transport Program under the 2027 National Expenditure Program (NEP), representing an increase of over 256 per cent from PHP55.34 billion allocated in 2026. Of the proposed funding, PHP123.84 billion has been earmarked for the North-South Commuter Railway (NSCR) System and PHP67.44 billion for Phase I of the Metro Manila Subway Project (MMSP). Together, the two projects account for around 97 per cent of the proposed rail budget.
The NSCR will comprise 35 stations and connect Metro Manila with Bulacan, Pampanga and Laguna, while the 33-km MMSP will comprise 17 stations and connect Valenzuela with Bicutan, with a spur to Ninoy Aquino International Airport. The proposed budget also includes PHP1.17 billion for the LRT Line 1 Cavite Extension, PHP1.94 billion for the MRT Line 3 Rehabilitation Project and PHP603.89 million for interim operations of the LRT-1 South Extension Project–Common Station.
