The Philippines’ Department of Energy (DOE) has suspended all activities under the fifth round of its Green Energy Auction Programme (GEA-5) to review and recalibrate the auction framework before proceeding. The auction was designed to award 3.3 GW of fixed-bottom offshore wind capacity for projects scheduled to be delivered between 2028 and 2030.
The review will assess implementation issues including port infrastructure readiness, permitting requirements, environmental and port-related costs, and potential global supply chain disruptions, particularly those linked to the Middle East conflict. The DOE aims to ensure a transparent, implementation-ready auction process aligned with infrastructure availability, regulatory requirements and prevailing project development conditions. Revised timelines and updated auction guidelines will be issued following the review.
