The Department of Transportation (DOTr) of the Philippines has awarded South Korea-based Hyundai Engineering & Construction a USD1.2 billion contract for works on the  North-South Commuter Railway (NSCR). Under the terms of the MoU, the company will build 32 km of track for the Blumentritt-Calamba section connecting Metro Manila and Calamba, forming the Southern Commuter Railway. The work will take around 56 months to complete. No tentative starting date has been mentioned as of yet.

DOTr has also awarded a second USD149.61 million contract to Dong-Ah Geological Engineering to install foundations for the project.

The 56-km-long Southern Commuter Railway is a part of the 147 km NSCR, also known as the Clark–Calamba Railway.  The rail system will be fully operational in 2025.
