The Philippines’ Department of Energy (DOE) has launched bidding for the country’s first offshore wind farms under the fifth Green Energy Auction (GEA-5). The round offers 3.3 GW of fixed-bottom offshore wind capacity for delivery between 2028 and 2030, with successful bidders to be awarded 20-year supply contracts under the Green Energy Tariff programme.
The auction is limited to fixed-bottom developments, aligned with current grid and port readiness. The DOE has defined updated requirements covering grid connection, port access, logistics, and development milestones, along with revised provisions for bid bonds, performance bonds, tariff entitlement, and penalties for early or delayed commissioning. Developers are required to submit wind resource assessments, infrastructure plans, and corporate documentation as part of the registration process.
The tender, initially planned for the third quarter of 2025, was postponed to allow revisions to the terms of reference. The programme supports the Philippines’ renewable energy targets, including 15.3 GW of clean capacity by 2030, of which 3–6 GW is expected from offshore wind.
