The Government of the Philippines and Japan have reaffirmed technical and business cooperation to accelerate the delivery of major road tunnel infrastructure projects, following the 4th Technical and Business Cooperation Workshop on Road Tunnel Construction held in Manila on December 2, 2025.

The discussions covered technology transfer, engineering collaboration, and business matchmaking for Japan-funded road infrastructure projects. Key projects highlighted include the ongoing Davao City Bypass Construction Project and the planned Dalton Bypass East Alternative Road, which are both expected to improve regional mobility and logistics connectivity.

The workshop was attended by senior officials from Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Japan International Cooperation Agency (JICA), the Embassy of Japan in the Philippines, and the Department of Public Works and Highways (DPWH). The cooperation framework focuses on capacity building, tunnel construction standards, and long-term maintenance systems.

The Department of Public Works and Highways confirmed that Japan’s continued technical assistance will support faster project delivery, improved safety standards, and long-term resilience of key road corridors across the Philippines.
