The Government of the Philippines has awarded a project preparation and transaction advisory contract for the planned modernisation of the San Fernando International Seaport at Poro Point, marking a key step towards procuring the project under a public-private partnership (PPP) model. The notice of award was issued by the Public-Private Partnership Center following a procurement process launched earlier this year. The appointed advisers will assess the project’s technical and commercial viability, develop its transaction structure and support the government during the future tender process.

The Bases Conversion and Development Authority (BCDA) plans to redevelop the existing bulk and breakbulk port into a modern commercial seaport with upgraded cargo-handling facilities, terminal infrastructure and logistics systems. The advisory team will also evaluate the port’s operating model, cargo capacity, concession structure and risk allocation to prepare the project for private-sector investment.

The modernisation project is intended to strengthen Poro Point’s role as a strategic gateway for northern and central Luzon, providing exporters and importers with an alternative to the Manila port system. Improved port infrastructure is expected to enhance regional logistics efficiency, reduce inland transport distances and support new warehousing, industrial and logistics investments within the Poro Point Freeport Zone. The appointment of transaction advisers represents an important milestone in advancing the project towards a bankable PPP opportunity capable of attracting experienced port operators and infrastructure investors.
