The National Economic and Development Authority (NEDA) Board has included the  Tarlac-Pangasinan-La Union Expressway (TPLEX) extension project and the Laguindingan airport upgrade project in its list of priority projects, also known as the infrastructure flagship projects (IFPs), in the Philippines. The projects will receive priority during the government’s yearly budget preparation and will benefit from the expedited issuance of permits and licences.

Inclusion is the IFPs will be key in ensuring timely completion of these projects while ensuring costs don’t increase due to delays. 

In June 2023, NEDA approved plans to extend the TPLEX by 59.4 km in Northern Luzon. The project is expected to cost around PHP23.4 billion and is scheduled to be completed in 2028. Meanwhile, the Laguindingan airport project ​​in Northern Mindanao will include the expansion of the existing Passenger Terminal Building, extension of the runway and expansion of the cargo terminal building.
