The Government of the Philippines and the Japan International Cooperation Agency (JICA) have finalised a PHP93 billion loan agreement for the construction of two transport infrastructure flagship projects (IFP). This agreement has allocated PHP37.18 billion for the Dalton Pass East Alignment Road Project and PHP55.78 billion for the Metro Manila Subway Project Phase 1, the country’s first underground rail project.

The latest official development assistance (ODA) loan for the Metro Manila Subway will fund contract package 101, marking the third tranche loan from JICA. CP101 is one of the seven civil works contracts for the project and will cover construction of the first 7.3 km of the line, works on three underground stations—Quirino Highway, Tandang Sora, and North Ave. stations—as well as a depot located in Valenzuela City.

Works on the rail project are currently 11 per cent complete, with the line expected to commence operations in November 2029. It will span 17 stations from Valenzuela City to Parañaque City, culminating at FTI with a connection to Ninoy Aquino International Airport Terminal 3.

Meanwhile, the Dalton Pass East alignment project under the Department of Public Works and Highways (DPWH) is projected for completion by March 2032.
