Private Infrastructure Development Group and AquaOne have inaugurated the Hoa Binh–Xuan Mai water treatment plant in Vietnam, marking a key milestone in expanding clean water access across northern regions.
The facility has a treatment capacity of 150,000 cubic metres per day, supplying both raw and treated water to rural and suburban areas in Phu Tho province, while also supporting water demand in Hanoi. The project forms part of a broader scheme that includes a pipeline connecting Xuan Mai to Hanoi, helping address water shortages in urban, industrial and surrounding areas.
PIDG supported the project through a mix of equity investment, technical assistance and bond guarantees via its GuarantCo and InfraCo platforms. The financing structure includes one of Vietnam’s longest-tenor project bonds and the first green bond issued in the country’s water sector, highlighting innovative funding approaches for sustainable infrastructure.
Once fully operational, the plant is expected to improve access to safe drinking water for millions of residents, enhance regional infrastructure resilience and support economic development. The project also adheres to international standards in health, safety, environmental and social governance, reinforcing its role as a model for future water infrastructure investments in the region.
