The Government of Ho Chi Minh City is seeking to mobilise private investment for transport, logistics and technical infrastructure as public funding alone is insufficient to meet growing investment requirements. The municipal People’s Committee is gathering feedback on a draft resolution proposing incentives and mechanisms for infrastructure construction, development and maintenance. Under a public-private partnership (PPP) framework, investors have registered interest in four gateway road projects involving the expansion and upgrading of National Highways 1, 13 and 22, and the north-south trunk road, with proposed investment totalling approximately USD2.32 billion.

The draft also proposes measures to attract investment in urban railways through transit-oriented development (TOD), allowing investors to propose TOD boundaries, locations and scale during planning, subject to technical and safety requirements. Ben Thanh, Tan Son Nhat and Thu Thiem have been identified as potential hubs integrating urban railways with underground infrastructure. Other proposed incentives include covering 50 per cent of eligible interest costs on parking infrastructure loans for up to five years and streamlining approvals for strategic investment and logistics projects. The city aims to use land-related revenue from TOD development to reinvest in railways and connecting infrastructure while improving logistics efficiency and reducing reliance on private vehicles.
