The Hanoi People’s Committee has announced a phased plan to transition the city’s entire taxi fleet to electric vehicles by 2030. The roadmap sets interim targets of 63–64 per cent electric taxis by 2026 and 68–70 per cent by 2027, with full conversion scheduled by the end of the decade. The initiative forms part of Hanoi’s broader strategy to promote green-energy vehicles, reduce urban emissions and modernise the capital’s transport system.

Hanoi currently operates more than 14,300 taxis, of which nearly 8,800 are already electric. The remaining fleet is expected to transition through a combination of regulatory measures and financial incentives. Proposed support mechanisms include registration fee exemptions, tax incentives and technical assistance for operators. The city also plans to submit a resolution outlining these measures to the Hanoi People’s Council.

To support the transition, authorities are expanding EV charging infrastructure, redesigning pickup and drop-off points and integrating electric vehicle requirements into traffic planning.
