The Hanoi Department of Construction has submitted a proposal to the city’s People’s Committee to widen a 4 km section of Lang Road between Nga Tu So and Cau Giay, completing the final bottleneck on the 43.6 km Ring Road 2. The project is estimated to cost over VND21.3 trillion (approximately USD838 million), with land clearance accounting for nearly VND17 trillion. The city targets completion by 2028 and is considering initial public investment funding, with the option of transitioning to a public-private partnership model.

The proposal includes widening the existing road from 21 metres to 53.5 metres at ground level and constructing a 19-metre-wide elevated roadway above. Lang Road currently carries around 8,000 vehicles per hour despite being designed for 3,000 vehicles, resulting in persistent congestion, particularly at the Nga Tu So intersection.
