The Government of Hai Phong is strengthening its seaport infrastructure and maritime capabilities as Vietnam seeks to develop into a strong maritime nation. The Hai Phong port cluster ranked 13th among the world’s most efficient container ports in the 2025 Container Port Performance Index, improving 17 places from 2024. Its deep-water berths No. 3 and No. 4 at Lach Huyen Port can handle 1.35–1.5 million TEUs annually and support direct connections between Vietnam and the US West Coast.

Port of Hai Phong is advancing digital and smart-port applications, including Big Data, Smart TOS, ERP and IoT platforms, while expanding cooperation with shipping lines and international markets. Resolution No. 20-NQ/TW, issued in July 2026, is expected to support the development of deep-water ports, international container terminals and logistics infrastructure, alongside green maritime development and digital transformation.
