The Government of Hà Nội is accelerating its transition to green mobility through investments in metro rail, electric buses and supportive policies aimed at reducing emissions and congestion. With more than 8 million vehicles on its roads, including 6.9 million motorcycles and over 1.1 million cars, the city faces increasing environmental and traffic challenges, while public transport currently accounts for only about 20 per cent of travel demand.

City authorities view public transport as the backbone of sustainable urban mobility and are expanding metro services, deploying additional electric buses and encouraging transport operators to electrify their fleets. Hà Nội’s two metro lines carried more than 20.6 million passengers in 2025, exceeding targets and demonstrating growing acceptance of public transport. The city is also improving integration between metro services, electric buses, taxis and public bicycle systems to create a more connected transport network.

To support the shift toward cleaner mobility, Hà Nội is developing policies that include financial incentives for electric vehicle adoption, such as subsidies for low-income households and registration fee reductions. Experts emphasise that these measures should be accompanied by investments in charging infrastructure and enhanced public transport services. By 2030, the city aims for public transport to account for 35–40 per cent of total travel demand, supporting its broader objective of becoming a greener, more sustainable and livable city.
