The Government of Vietnam has directed relevant ministries and provincial authorities to expedite preparations for the Lào Cai–Hà Nội–Hải Phòng railway, with the ground-breaking ceremony set for December 19, 2025. The committee also reviewed land clearance progress for the North–South high-speed railway (HSR) and other urban rail projects in Hà Nội and Ho Chi Minh City.
The Lào Cai–Hà Nội–Hải Phòng line is divided into two sub-projects. The first, covering station infrastructure and connecting facilities, has completed its feasibility study and received approval, with markers handed over for site clearance at five station sites. The second, for railway construction, has completed contractor selection for four consultancy packages, while feasibility evaluation will proceed after China finalizes related documentation. Land clearance and relocation of electrical infrastructure (110kV and above) are being implemented by local authorities and Vietnam Electricity (EVN).
The 13th National Party Congress and the Politburo’s Conclusion No. 49-KL/TW have identified railway expansion as a national development priority through 2030, with a vision to 2045. The Lào Cai–Hà Nội–Hải Phòng corridor is part of Vietnam’s long-term plan to improve domestic logistics and cross-border trade with China, supporting the North–South and trans-ASEAN rail networks.
