The Governments of Germany and Vietnam have launched a new cooperation project to support the green transformation of Vietnam’s transport sector, focusing on low-carbon mobility, electric vehicles and sustainable transport systems.
The project, titled Supporting the Ministry of Construction in implementing Vietnam’s Nationally Determined Contribution (NDC) within the framework of the NDC Transport Initiative in Asia (NDC-TIA) Phase 2, was launched by Vietnam’s Academy for Construction Strategy and Cadres Training under the Ministry of Construction and Germany’s Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
Running from 2026 to 2028, the project will provide technical assistance and capacity building to strengthen policies supporting low-carbon transport and accelerate the adoption of electric and green-energy vehicles in line with Vietnam’s commitment to achieve net-zero emissions by 2050.
Key activities include developing technical regulations and standards for electric trucks, assessing urban EV charging infrastructure requirements, integrating electric vehicle fleets and green energy into public transport systems and urban rail networks, and designing financing mechanisms to support electric mobility and urban EV ecosystems.
The initiative also supports the implementation of Prime Minister’s Decision No. 876, which establishes Vietnam’s roadmap for green energy transition and the reduction of carbon and methane emissions in the transport sector.
The project will be implemented by GIZ in partnership with the Academy for Construction Strategy and Cadres Training, with technical support from the International Council on Clean Transportation (ICCT) and the World Resources Institute (WRI), reinforcing long-term Germany–Vietnam cooperation on sustainable transport and climate action.
