The Department of Transportation of the Philippines (DoTr) will invite bids for the operations and maintenance (O&M) contracts for the Metro Manila Subway Project (MMSP) and the North-South Commuter Railway (NSCR) Project by Q4 2023 or Q1 2024.
The PHP76.89 billion contract for the MMSP includes the O&M for the rolling stock, stations, depot and other system infrastructure as well as a 15-year concession period. The winning bidder will also oversee the maintenance of facilities and equipment under the Philippine Railway Institute, collecting passenger fares and commercial development rights within prescribed station boundaries.
Meanwhile, the PHP204.6 billion contract for the NSCR contract includes O&M for the fleet, stations, depot and other systems and infrastructure as well as a 15-year concession period for full operations and an additional period for partial operations. Winning bidder will also be responsible for interoperations management within the rail system, collection of train fares and exercising of commercial development rights.
