DOTC has revised the bidding terms for the PhP 64.9 billion LRT Line 1 Cavite extension project to attract more participants in the project. The agency amended the “outstanding dispute clause” in the instructions to bidders, which had previously barred parties with outstanding disputes with any government agency or government owned or controlled corporation from joining the auction. Under the new terms, only those with pending “judicial, administrative, or alternative dispute resolution proceedings” with DOTC and the Light Rail Transit Authority might be disqualified.
