The Department of Budget and Management has given the Multi-Year Obligational Authority to the Department of Transportation and Communications (DOTC) for two public–private partnership (PPP) projects. These are the fare collection system project for Metro Manila’s rail transit system and the Mactan-Cebu International Airport’s (MCIA) rehabilitation plan. The contactless automatic fare collection system will be implemented through the build/rehabilitate–transfer–operate and build–own–operate contractual arrangements. The total investment cost for the project (spanning 2013–25) will amount to PhP 3.16 billion, with PhP 671 million expended in 2013 and PhP 1.05 billion planned for 2014. Meanwhile, the MCIA New Passenger Terminal Project will be implemented on a BOT arrangement. The total investment cost for the MCIA upgrade project (spanning 2013–16 and 2021–23) will be PhP 17.5 billion. The Philippines government incurred the total investment cost of PhP 2.07 billion in 2013.
