China-based Pacific Construction Group (PCG) has proposed a VND10 trillion (USD383 million) underwater tunnel project in Quang Ninh province, northern Vietnam. The tunnel would run beneath Cua Luc Bay, parallel to the existing Bai Chay Bridge in Ha Long ward. PCG presented the plan during a meeting with provincial leaders, outlining a 2.75 km structure with a 1 km immersed tunnel and 1.14 km of access roads.
The tunnel is designed for six traffic lanes and a speed limit of 60 km/hr. It will be constructed at a depth of 17 meters below sea level and built to resist earthquakes up to magnitude 6. Construction is scheduled to start in 2025 and finish by 2030, using a public-private partnership (PPP) model in line with Vietnam’s law.
PCG, which has operated in Vietnam since 2019 through a local subsidiary with USD500 million in charter capital, has ongoing interests in transport, logistics, and industrial zones across multiple provinces. The company recently partnered with Vingroup and Sun Group to build the Tu Lien Bridge in Hanoi.
