Changi Airport Group has awarded an SGD999 million contract for the construction of underground tunnels at Terminal 5 to a joint venture between Japan-based Penta-Ocean Construction and Singapore-based Koh Brothers. The tunnels will support passenger movement, baggage handling, and utility services, and are part of the wider 1,080-hectare Changi East development. The project is expected to take over four years, with completion set before the mid-2030s terminal launch.
Terminal 5 is designed to double Changi Airport’s current capacity to 140 million passengers annually. The expansion includes new train systems, baggage infrastructure, utility tunnels, and a ground transport centre linking MRT lines, buses, and taxis. The third runway is scheduled to open by late 2027, with a second control tower also planned.
