The Move as One Coalition, a transport advocacy group in the Philippines, has raised concerns over the absence of funding for the EDSA Busway, the service contracting programme and fuel subsidies for transport drivers in the Department of Transportation’s (DOTr) proposed 2027 budget. The EDSA Busway, listed as the National Capital Region Busway Project, received PHP88.7 million in the 2026 budget, while the service contracting programme received PHP1 billion to support discounted passenger fares and government payments to public transport drivers.
The coalition also highlighted cuts to other transport programmes. The Public Transport Modernisation Program allocation is proposed to fall from PHP2.5 billion in 2026 to PHP176.8 million in 2027, while funding for active transportation would decline from PHP105.38 million to PHP33.8 million. It also raised concerns over the lack of funding for road safety. The DOTr is seeking a total budget of PHP251.6 billion for 2027, with the proposal set to undergo congressional deliberations. The coalition has urged the government and lawmakers to increase investment in public transport, active mobility and transport reforms.
