The Philippines’ Department of Energy (DOE) has released a provisional timeline for the resumption of the fifth Green Energy Auction (GEA-5), with the country’s first dedicated offshore wind auction tentatively scheduled for December 1, 2026. The auction, which aims to allocate 3,300 MW of offshore wind capacity, was suspended on July 4, 2026 to reassess implementation requirements and improve project readiness.
As part of the recalibration process, the DOE will work with agencies including the Philippine Ports Authority (PPA), Department of Environment and Natural Resources (DENR), Philippine National Oil Company (PNOC), Independent Electricity Market Operator of the Philippines (IEMOP), National Transmission Corporation (TransCo), National Grid Corporation of the Philippines (NGCP), and the Energy Regulatory Commission (ERC) to validate port infrastructure, environmental permitting, grid integration, and regulatory readiness through September 2, 2026. A revised policy framework is expected to be finalised by August 24 and published in early September, followed by a supplemental Terms of Reference (TOR) for public consultation in October.
Following the planned December auction, the DOE expects bid validation, issuance of Notices of Award, post-auction evaluation, and the issuance of Certificates of Award to take place between December 2, 2026 and June 30, 2027. The department stated that the timetable remains indicative and may change depending on inter-agency consultations, legal review, and publication requirements.
