The Ministry of Transport has launched a public consultation to gather feedback on a proposed legal and regulatory framework for autonomous vehicles (AVs), aimed at enabling safer and more structured deployment across the country.

The proposed legislation will define safety standards and clarify liability, insurance and enforcement rules for AV operations. It builds on lessons from Singapore’s existing regulatory sandbox and international best practices, with the goal of providing legal certainty for operators while ensuring passenger safety.

The consultation focuses on four key areas: roles and responsibilities of stakeholders such as technology providers and fleet operators; insurance and compensation mechanisms, including coverage for emerging risks like cyberattacks; data governance and cybersecurity requirements; and liability issues related to advanced driver assistance and human-vehicle interaction.

Running until June 30, 2026, the consultation will involve industry players, insurers, legal experts and the public. The initiative reflects Singapore’s broader push to support innovation in autonomous mobility while establishing clear safeguards and accountability frameworks.
