Vietnam’s Ministry of Construction (MoC) has requested Ninh Binh province authorities to prepare a feasibility study for a proposed international airport. The proposal, initiated by private investor Xuan Truong, envisions a new airport funded through a combination of private capital and the provincial budget, excluding central government funding.

The move comes after a recent administrative merger that combined the former provinces of Ninh Binh, Nam Dinh, and Ha Nam into a single Ninh Binh province on July 1, 2025. While the region is not currently earmarked for airport development under the Prime Minister’s national airport system plan (Decision No. 648/QĐ-TTg), the ministry believes that the new province’s strategic position warrants serious consideration.

Only three of the 12 proposed sites in the national plan—Gia Binh, Mang Den, and Van Phong—have been approved to date. Nonetheless, the ministry views the airport as a strategic necessity to spur regional economic growth, particularly in aviation and services, and supports advancing the planning process to align with long-term development goals.
