Vietnam’s Ministry of Science and Technology (MOST) has mandated telecom providers to deploy at least 68,457 5G base stations by the end of 2025 — a figure equivalent to 57.5 per cent of the current 4G network — in a major push to advance digital infrastructure and nationwide 5G coverage.

This move aligns with Resolution 57 and is supported by incentive policies under Resolution 193 and Decree 88, including a 15 per cent equipment cost subsidy for operators deploying over 20,000 stations. The goal is to cover 90 per cent of Vietnam’s population with 5G by 2025, scaling to 99 per cent by 2030. The directive is part of Vietnam’s broader digital transformation strategy and economic modernisation goals, which also include research into 6G and the development of satellite telecommunications infrastructure.

Three telecom companies are currently licensed for 5G and have submitted deployment plans. Two are already registered for government incentives. International studies suggest that doubling network speed can raise GDP growth by 0.3 per cent, reinforcing the link between telecom infrastructure and economic development.
